Lyudmila Weyer has been a member of the Paris Bar since 2004 and is in charge of the public, urban planning and energy law practice of the Paris office.

She is ranked as a ‘renowned firm’ in Development and Construction Law – Architectural Law and as a ‘quality firm’ in Real Estate Law – Real Estate Taxation by Décideurs Magazine (Leaders League, 2023).

Graduated in general law (Sciences Po, 2000), international law (DEA in international and European economic relations, Nanterre 2002) and in public law (DESS in urban planning, construction and public works law, Paris I 2003), Lyudmila first collaborated with the law firms Sur & Mauvenu and De Gaulle Fleurance & Associés, before founding her own law firm specialized in public urban and construction law, regularly representing her clients, builders, architects registered with the Mutuelle des Architectes Français and public authorities. Lyudmila has also conducted an intermediary practice for real estate transactions and has been involved in several international transactions.

Lyudmila is author of various leading works on urban law and public contracts law (including “Délégations de service public en pratique”, “Les participations d’urbanisme en 180 questions” and “Le permis de démolir”, published by Le Moniteur) and carries out educational training in these areas (Groupe Moniteur, Dalloz, EFE) and has been a professor of hydropower Law in the Master Droit de l’énergie at the University of Paris -1 (2013-2021) and the University of Lyon -3 (2021-2023).

Lyudmila works in French, English and Russian and is also fluent in Dutch and Italian.
